Saito Dosan is an NPC in Nioh 2. NPCs are characters that can be interacted with or are shown in the game. NPCs are characters that add contrast to the game's lore where they provide information, some are categorized as quest givers, while others are categorized as Merchants whom you can trade with or request for certain services.
Saito Dosan Information
Saito Dosan is a former daimyo of Mino Province (modern-day Gifu prefecture). An ambitious man who manages to seize the position of daimyo by overthrowing his former master, he is known as the "Viper of Mino". Though he had a history of clashing with the Oda clan of Owari Province, their relations improved after he married off his daughter, Princess Noh, to Nobunaga, the Oda heir. This alliance solidified his power in the Mino region. He now lives a quiet life, having appointed his daughter Yoshitatsu as head of the Saito clan. It is said that upon meeting Nobunaga, Dosan acknowledged that Nobunaga was a greater man than his own heir. Dosan collects Spirit Stones, and often hires those who are not samurai, such as Tokichiro, to do so.
Dosan once went by the name of Mumyo, when he was head of the yokai- hunting clan known as the Sohaya. After he fell in love with the yokai Miyoshino, his goal became to create a world where humans and yokai could live in peace. Even after he became daimyo, he continued to gather Spirit Stones to prevent others from abusing the stones' power, all in the service of this greater goal.
Later, he is attacked by his own son/daughter Yoshitatsu, to whom he had handed the leadership of the clan. When the protagonist comes to Dosan's rescue, Dosan recognizes the protagonist's dagger due to the character inscribed upon it, and realizes that the protagonist is the child he bore with Miyoshino. Dosan ultimately sacrifices himself to enable the protagonist to escape.

There seems to be something implied in "The Shrine of Oaths" sub-mission through the end-mission dialogue and the fact that we "read" Dosan's dying message. While one possible interpretation is that this is him finding the guardian spirit and asking them to protect the protagonist, the fact he uses the word "Children" which is plural and the fact that Hanbei says the "burden on our shoulders has grown" in addtion to "I wonder what it is that you have discovered" have a much deeper meaning. I propose that Dosan has actually been dead since before he handed over the Saito clan to Yoshitatsu and married off Princess Noh to the Oda clan. The guardian spirit who joins you at the end of this mission has actually been masquerading as Dosan for years, trying to bring peace to the land to ensure the safety of it's charge's children. It's even possible that the quest giver, Hanbei, has never truly met the real Dosan, and it's definitely a secret that would have to be taken to the grave due to the political marriage of Princess Noh.
